Vice Minister of the Ministry of Economic Affairs and Communications
After receiving his first degree in economics (honours) from the University of Tartu, Estonia, Mr Lubi acquired his Master’s degree in political science from the University of Tallinn, Estonia. Mr Lubi has also studied at the University of Sussex, UK, and at the Estonian School of Diplomacy.
Although Mr Lubi started his working life in the private sector (an insurance company), he soon entered the civil service, first as an official at the Ministry of Finance. From 1999 onwards Mr Lubi has worked for the Ministry of Foreign Affairs holding various positions. Initially he joined the Press and Information Department and later the Foreign Economic Policy Department. From 2002 to 2006 he was an economic adviser at the Estonian embassy in London.
After returning from the United Kingdom Mr Lubi became the Director of the General Affairs Division in the EU Department. His responsibilities included the EU’s institutional settlement, EU enlargement, as well as some EU regional policy aspects like the Northern Dimension and the Baltic Sea Strategy.
In August 2009 Mr Lubi took up the position of economic adviser at the Estonian Embassy in Washington, DC. After his return from the USA in August 2011, Mr Lubi was seconded to the Ministry of Economic Affairs and Communications in Tallinn, Estonia. As the Director of the EU and International Cooperation Department he was able to continue his work in the diplomatic sphere.
In January 2013 Mr Lubi resumed his diplomatic career and took up office in New Delhi as the first residing Estonian Ambassador to India. His co-accreditations also included Myanmar and Sri Lanka. After 3 years in India he returned to Estonia to be seconded again to the Ministry of Economic Affairs and Communications as Vice Minister for Economic Development.
